Scarsdale Officials Clarify Land Values, Tax Bills

SCARSDALE, N.Y. — The village has issued a clarification in regard to property values and tax bills.

Village officials said, “Some residents are confusing the county April 2014; the village July 2014 and the school September 2014 tax bills with the revaluation that is now nearing completion,” according to a release from the village.

Officials want residents to know that “the county April 2014; village July 2014 and school September 2014 tax bills are taxes for the county January 2014 fiscal year; the village 2014-2015 fiscal year and the school July 2014-2015 fiscal year,” according to the release. The bills are based on property values as of July 1, 2013.

“It is too late to file a grievance on the July 2013 value and the 2014 tax bills,” village representatives said. “These 2014 tax bills have nothing to do with new 2014 values that are being updated for your property with the revaluation project currently in progress.”

Officials said residents should know that the property revaluation for the new values will value property as of July 2014, according to the release.

“The new values will apply to the county April 2015 tax bill; the village July 2015 tax bill and the school September 2015 tax bill,” officials said. “Residents that have questions about the July 2014 value, which will eventually be applied to their county April 2015; village July 2015 and school September 2015 tax bills can discuss their questions with the revaluation company, Tyler Technologies, that the village retained to establish the new values.”

Residents are asked to call 914-722-1324 and schedule an appointment.

“If after the informal meeting with representatives from Tyler Technologies about the new value (that is the July 2014 value), a property owner still has an issue with the new value, i.e., July 2014 value, then a formal grievance can be filed with the village’s Board of Assessment Review between June 1, 2014, and June 17, 2014. The grievance can be filed at the assessor’s office and the Board of Assessment Review will hear the grievance during that time period,” officials said in the release.

New Connecticut Laws Effective January 1st You Should Know About!

Being pulled over by police for talking on your cell phone will cost you more in the new year and you may want to rethink sending a quick text while you’re stopped at a light as a host of new laws that took effect Jan. 1 in Connecticut upped the fine for such actions.

And if you ever wondered why refreshments aren’t served during funeral home calling hours, it’s actually prohibited by law.

Connecticut is among four states, including Massachusetts, New Jersey and New York, that prohibit the serving of food or beverages in funeral homes, according to the Department of Public Health statute.

A new law passed by the Connecticut General Assembly creates a 10-member task force to study the serving of beverages and prepackaged food at arrangement services in funeral homes.

New legislation in Connecticut takes effect in January, July and October. The General Assembly reconvenes on Feb. 5 and the session adjourns on May 7.

Below is a selection of some of the new laws. See the General Assembly website for a full list.

  • AN ACT CONCERNING SYNCHRONIZING PRESCRIPTION REFILLS

This act prohibits certain health insurance policies that cover prescription drugs from denying coverage for refilling any drug prescribed to treat a chronic illness if the refill is made in accordance with a plan to synchronize the refilling of multiple prescriptions. The plan must involve the insured, a practitioner, and a pharmacist.

  • ELECTRONIC RECORDING OF CUSTODIAL INTERROGATIONS

An oral, written or sign language statement of a person under investigation for or accused of a capital felony or a class A or B felony made as a result of a custodial interrogation at a place of detention shall be presumed to be inadmissible as evidence against the person in any criminal proceeding unless: an electronic recording is made of the custodial interrogation, and such recording is substantially accurate and not intentionally altered.

VOTING RIGHTS

Allows eligible people to register to vote and cast a ballot on Election Day and requires the secretary to establish and maintain an online system for new voter registration applications and changes to existing registrations

AUTOMOTIVE GLASS WORK

The act bars insurance company representatives and third-party administrators from steering an insured to a licensed glass shop owned by the insurance company, claims administrator, or their parent company, unless they provide the insured with the name of at least one other shop in the area where the glass work is to be performed.

Steering occurs when a claims representative or administrator gives the name of, or directs an insured to, a particular glass shop, or schedules an appointment with it for the insured.

  • REVISIONS TO TRANSPORTATION STATUTES AND DESIGNATION OF ROADS AND BRIDGES IN HONOR OF PERSONS AND ORGANIZATIONS

This act changes the way the Department of Transportation disposes of excess property and makes a number of other changes in transportation laws, including:

The portion of Route 151 in East Haddam from the East Haddam-Haddam town line east to Route 149, the “Private First Class Peter P. Golec Memorial Highway,” and the portion of Route 3 in Cromwell from the Cromwell-Rocky Hill town line south to Evergreen Road, the “Paul Roger Harrington Memorial Highway”

  • DISTRACTED DRIVING AND REVISIONS TO MOTOR VEHICLE STATUTES

Increases the fines for using a hand-held cell phone or other electronic device while driving, creates a task force to study prevention of distracted driving, and makes other changes in the cell phone law.

Increases driver’s license renewal fees and changes other motor vehicle fees

Expanding the ban on drivers’ use of hand-held cell phones to include use when a vehicle is temporarily stopped because of traffic, road conditions, or traffic control signs or signals

Allows certain people convicted of driving under the influence to drive to probation appointments in the first year of driving only cars equipped with ignition interlock devices

The act eliminates a requirement that the photograph or digital image on driver’s licenses and non-driver identification cards be in color.

It increases the first offense from $125 to $150; second, $250 to $300; third and following from $400 to $500

  • TASK FORCE ON FOOD IN FUNERAL HOMES, COLON HYDROTHERAPISTS, PODIATRY PRACTICE AND COUNTERFEIT CONTROLLED SUBSTANCES

Allows licensed naturopaths to delegate the provision of colon hydrotherapy services to a colon hydrotherapist, under certain conditions and creates a task force to study the provision of beverages and prepackaged food at arrangement services in funeral homes.

SCARSDALE, N.Y. – Wearing and finding designer clothing got a bit more affordable in Scarsdale recently with Second Time Around, an upscale consignment company, opening its doors on Spencer Place.

Second Time Around carries new and nearly new designer clothing and accessories at resale prices. Designers that are carried include Chanel, Dolce and Gabbana and Jimmy Choo.

The new store is already a hit with shoppers, who commented on the quality of selection and price on Friday.

“I just stopped in to check it out, and I was floored by the quality of everything,” Eastchester resident Lauren Browne, 50, said. “I didn’t have the time to go through everything today, but I’ll be back.”

The first Second Time Around location was established in Boston than four decades ago. They’ve opened up an additional 45 stores since, spread across the country.

Bill Soncini, the president of Second Time Around, said that Scarsdale has been an accommodating home since they opened their doors last week.

“We are excited to be a part of the community,” he said. “The reaction from the village has been overwhelmingly positive. Our brand of high end consignment will fit in well with Scarsdale shoppers.”

Items at Second Time Around are marked down as much as 70 percent from their original price. The shelves and racks are constantly being updated and rotated, so shoppers get a different experience with each visit.

“This store is something that fits quite well in Scarsdale. I think it’s a need the village didn’t have before,” resident Kerri Scott said. “It should be a popular store, it’ll do well here.”

The Real Estate Waiting Game Is Over

If you’re like a lot of homebuyers, you’ve probably found a comfortable spot on the sidelines of the real estate market to simply sit and watch. Who can blame you? Over the past several years, home values have decline considerably, sales volume has turned down, and mortgage rates have dropped.

There’s just one problem: none of that is true anymore. Furthermore, if you wait too long, missing out on today’s real estate opportunities could be more costly than you realize.

While, at one time, waiting out the market seemed the wisest possible play to make, the waiting game is over, and the “opportunity of a lifetime” — once characterized by cheap money and cheap homes — is clearly starting to pull out of the station.

Consider these statistics:

  • Home prices are creeping up. At the time of this writing, the median price for new homes sold in April hit $271,600, according to the Census Bureau. That’s higher than its 2006-2007 peak. April’s median home sales price for existing homes was $192,800, the National Association of Realtors reports, marking a 14-month run of consecutive year-over-year price gains. The last time that happened was from April 2005 to May 2006, at the height of the real estate boom.
  • Inventory is getting scarce. The inventory of existing home sales for April was 13.6% below April 2012′s 6.6-month supply, with current, and now only comprises a 5.2-month supply. New homes are in a similar boat, with a 4.1-month supply of homes at April’s sales pace.
  • Rates are showing signs of increasing. Over most of 2012 and the first half of 2013, the average rate on 30-year mortgages has been below the 4% mark, but that could be changing. In April, the average edged up on 4% with rates in the 3.91% to 3.98% territory, depending on the week and the lender. The last time mortgage rates were at 4% was March 2012.

But most importantly, it costs you money to wait — sometimes, lots of it. When the market starts appreciating, as it is starting to do, it is nearly impossible for your savings to keep pace with market gains.

Let’s take the median existing home as an example: If that home’s current $192,800 price tag increases by 5% over the next 12 months, its value will have gained $9,640 to hit $202,440. Will you be able to save $9,640 over a year, in addition to covering all your additional expenses? That’s a critical question you must ask yourself, because that amount of money could cut into your down payment or costs to close the loan.

Factor in an increase in mortgage rates and today’s deal could quickly elude you in just a few short months. If you are interested in purchasing a home, and don’t want today’s opportunities to escape you, now is the time to start running the numbers.

Vendors are wanted for the Sept. 8 New Rochelle Street Fair, held in celebration of the city’s 325th anniversary.

The street fair, which close Main Street from North Avenue to Centre Avenue, is being produced by StreetFairs.org in partnership with the 325th Anniversary Committee and the City of New Rochelle.

The fair will feature games, food, arts and crafts and live entertainment.

The 325th Anniversary Committee Chairwoman Marianne Sussman said the fair was more than just an opportunity to have a good time.

"Also, it’s the perfect venue for individuals, businesses, organizations and not-for-proftis to showcase their goods and services to thousands of residents and visitors," she said.

Vendor space is available at special rates for New Rochelle-based crafters, artists, retailers and food vendors. Non-resident fees are also available.

The magazine’s list of towns with top incomes is part of its annual "Best Places to Live" report.

Citing the town’s high per capita income and close proximity to New York City, Money magazine has ranked Scarsdale No. 1 in its list of Top-earning Towns.

"In this Westchester County village, residents enjoy the biggest incomes on our list, thanks to well-off commuters who appreciate the quick half-hour train ride into Manhattan," says the magazine.

The top-earning towns list is part of the magazine’s annual report on "Best Places to Live."

Scarsdale ranked No. 1 on this list because of its median household income of $291,542. Other data the magazine disgorged: the town/village’s median home price is $1,205,000.

"Scarsdale boasts an appealing downtown peppered with Tudor-style buildings and pretty shopping areas, plus some of the best schools in the area – the high school is among the nation’s top 500."
